Persistent console messege "ipfw: install_state: Too many dynamic rules" ?

hi
i have been having this console message for quite some time now, i followed the procedure in this thread http://forum.pfsense.org/index.php/topic,3559.msg21836.html#msg21836 i also increase my state table size to 40000 but i still get this console message, any suggestions on how i can stop it pls?
