Failed binding authentication

radiusd: #### Opening IP address and ports ####
listen {
            type = "auth"
            ipaddr = 192.168.1.1
            port = 1812

failed binding authentication address 192.168.1.1 port 1812: Address already in use
/usr/local/etc/raddb/radiusd.conf[36]: Error binding to port 192.168.1.1 port 1812

we already tried
ps aux | grep radius
kill -9 PID
but an error occured after the command "arguments should be jobs or process id's"

we also try
kill -9 process_id, but we got the same error

and we try
service freeradius restart
but an error occured again, freeradius does not exist in /etc/rc.d or the local startup directories (usr/local/etc/rc.d)
same errror when we change the freeradius to radiusd..
