That was very fast, I think if I report the next issue, you'll have a fix before I report it :o)
I have it a go between the two matches and it works excellent.
With the patch it is handled as I would like it to be: to remove it from loader.conf but not touch it if found in loader.conf.local.

It is confusing. I was confused when I first saw it. Particularly because it logs blocked traffic by a pass rule. 😖
Not if you have an ath(4) wifi NIC in it. Not yet at least.
Or remove the NIC before booting into 24.08-dev.
