What do you mean by "open the WhatsApp service on the network" ?

I don't know what "Mikrotik " is.What I make out your question :
You want to block all users as you are using a captive portal.
Only those with credentials can access the Internet.
You want all users, also those without a logion, to access WhatsApp ?
Then you need to "white list" the IP's WhatsApp uses => you have to figure out this list, or ask Facebook ;)
The whitelisting is done by adding all the IP's the WhatsApp application is using. -
