OpenVPN using TAP cannot ping any devices on the same LAN

Just curious...

Got things up and running.

But the client cannot ping anything on the LAN of the server. There is internet and everything else works as charm. They are sharing the same subnet where the server has 3.1 as the IP and the client has 3.2 with DHCP in 2 different scopes.

I shouldnt need rules to allow this traffic right?
