Allow internet and some services by IP

Hello all, i am a newbie in networking and to pfsense.
i have a question to ask.
is it impossible to allow internet by IP or Mac address? if yes, then how can i do that?
is it impossible to allow some ip or Mac address to use only some service port such as pop3&smtp?

Everything is by IP.  You can control access by IP, so yes you could only allow access to certain services (or the Internet) based upon IP.
