I saw 75 to 130% average CPU utilization when using gateway monitoring after upgrading to 2.3.1p5 on an FW-7551. I think i was having problems before the upgrade so I am not saying this is a problem with 2.3.1p5 because I am not sure.  Anyway the culprit was php-cgi.  I turned gateway monitoring off, and the problem went away, but don't like it off.

I was monitoring using SSH and not the WebGUI.

Does getaway monitoring really have to involve a php-cgi process?

It doesn't. Some of its actions when there is an alarm or recovery from an alarm do, guessing if it was php-cgi and really did stop because gateway monitoring was disabled, that you had a flapping gateway so it was continually doing the alarm/recovery actions.

Evidently you are right, its back now.  I am also showing what seems high dhcp usage for what should be little used firewall.

And I seem to be getting a log full of these, 7 per second:

WAN_DHCP6 fe80::201:5cff:fe63:5246%igb0: duplicate echo reply received

        Any ideas?

        Neil

What's in the DHCP log? That indeed is very busy dhcpd for a small network, more CPU usage than is typical on networks with thousands of devices with CPUs not much faster than what you have there.
