pfSense CE on Azure - No console menu after boot

I created a pfSense CE 2.6 VHD drive in Hyper-V for an Azure VM. The VM seems to be working except that when the VM boots, it does not always display the menu in the Boot Diagnostic console window. It does occasionally show it. No pattern I have been able to find yet as to when it does or doesn't. It shows everything in the boot process up to where the menu should display, then just does not display the menu.
The Agent 2.7.1.0 is ready and Azure backup recognizes the VM and backs it up fine. I found an article about the /etc/ttys file being empty but that is not case. The firewall functions seem to be working fine and I can communicate via both the HTTPS GUI and SSH.
Any ideas on what might be causing this?
