PFBlocker ignore certain IP

Hi everyone,

I've experienced a strange behaviour with custom ipv4 list.

Here is the list I want to block :

and here is the list currently created in .txt file by PFBlocker :

I've tried to replace the 91. IP by another IP and it works ! :

If I leave only the IP which has the problem it replace it by 1.1.1.1 said it's an empty list :

Do any of you have an idea of what's happening because i'me lost...
