This is in RELENG_2_3 but not RELENG_2_3_2 and looks like a reasonable bug fix.

As the Greek philosopher Isosceles used to say, "There are 3 sides to every triangle."

Especially seems reasonable since other fixes related to firewall separators positioning are included RELENG_2_3_2.

Such as these two commits to fix bug #6801.
      https://redmine.pfsense.org/issues/6801

      https://github.com/pfsense/pfsense/commit/7dd9db776b4b57908d0f2748e82f420f97405831
      https://github.com/pfsense/pfsense/commit/c2b72200cabfd6e050973d83fe12f1158a084909

Also, and this is just a guess, haven't studied it out.  But if this had be applied there may not have been a #6801 bug.  If so then these two commits may not even be needed any more.
