How is max connections logged?

When a max connections is set on a firewall rule and that's hit how is it logged?

I ran a test and it's working, but I don't see it in the logs. I thought maybe that rule is just skipped when it's connections are at the limit so I made a block and log rule right after the allow rule and nothing I can see in the logs.
