Allowing traffic on 113 for identd

i have this rule here

Proto  	Source  	Port  	Destination  	Port  	Gateway  	Schedule
TCP  	 *  	 *  	 *  	 113 (IDENT/AUTH)  	 *  	   

i want to get ident working on irc

when i check the pf log, i see this entry there when the irc server asks for ident

1\. 124046 rule 63/0(match): pass in on rl0: 69.16.172.2.34710 > 192.168.0.3.113:  tcp 40 [bad hdr length 0 - too short, < 20]

and it's not working

what kind of rule i sould made?
