OVPN Upload limited to 0.10mbps since 2.6 download fine @700mbs+

Since updating to PFSense 2.6 I have suffered from a slow upload speed of 0.10Mb. on my OpenVPN connection I have a 1Gbit synchronous connection. Download is constantly at 600mbit+ (connection outside the VPN is 1gbit up and down)No matter what I change I cannot get the performance back other than creating a new PFsense router on version 2.5, but then I lose all my firewall rules as I do not have a backup that goes back to this version :(
Now On PFsense+ 23.01
I am running on VMWare 7.02u3, which I have just upgraded from 6.7. I have built a new fresh 23.01 Pfsense+ server and restored my config. The VM hardware level was 6.7 now 7.02 and FreeBSD increased to V13+I have this issue with the PFSense VM running on all three ESXI servers:
Intel i7 9900 + Intel Dual port NIC
Radeon 5600G + Intel Dual port NIC
Intel Nuc 7i7 + USB NicThe VPN is UDP. using hardware based encryption accelleration.
I have tried VMXNet3 and E1000 I have disabled LRO for the VXMNet adapters. I have all hardware offloading disabled in pfsense, it makes no difference with it enabled.
I have seen posts where people have had this issue with Hyper-V and resolved with with disabling RSC, but I have tried changing to e1000 adapters which should disable this and no difference. also disabled it in the VM's and physical host.
I am now stuck for idea's, I really loath creating all the firewall rules again as I have multiple VLANS

The WAN is connected through it's own NIC on the ESXI host which it's own WAN vswitch in VMware
The LAN is through a LAN Vswitch, which uses the other physical NIC.Both Vswitches connect to the same physical switch. I have swapped the switch just in case.
Slow upload is seen on Virtual and Physical servers using the VPN.
