What is the difference between the these two lists?

I have a quick question, I was wondering what are the deference’s between the the pl country list and the pl_rep list?

@sfigueroa As I understand it the first one is the IP addresses registered as being homed in territorial Poland, whereas the second one only includes IP addresses in represented "territories" of poland - such as polish controlled foreign military bases, embassy supported networks and such (if any of those are relevant for poland).
The last grouping is likely mostly relevant to the larger superpowers only. And i'm not sure addresses necessarily are registered correctly even if they are used (because of secrecy)
