Update to 23.09 OVPN Performance problem

Here it's the same such as: link text with three different VPN providers (Express, Surfshark & Nord) as well, significantly - about 30-40% drop in performance, 1 hour ago I upgraded to 23.09.
I've run a lot of tests, and where I've had 600 - 700 Mbps (OVPN) consistently for years, I can now only measure a maximum of 300 - 350 Mbps + plus packet loss that has not been typical.

Anyone else experiencing this beyond us - /w @sig1980 ?

PS:
Obviously, - nothing else has changed (f.e.: HW, VPN config, etc.) just upgrade to 23.09
