I'm not 100% sure on what you are trying to do. I think you are trying to use a Windows machine as an OpenVPN Access Server, and then connect to it from a Linux client, behind a pfSense firewall?

        Maybe start here:
        http://blog.bobbyallen.me/2016/02/07/setting-up-openvpn-server-on-windows-2012-r2/

With a tutorial (have not used it, found from random Google search) to set up OpenVPN Access Server on a Windows machine.

After that, if your Linux machine is behind pfSense, you can just NAT (Firewall > NAT > Port Forward) port 1194 (or whatever port you specified) to the Linux machine and connect like that. This would be a 1:1 connection "through" pfSense.
