DNSBL SafeSearch doesn't load without a feed

Posting to see if I missed something or if this is a bug.

I was trying to enable DoT blocking via DNSBL SafeSearch but dig would always succeed. I tried various forms of Force Update and Force Reload to no avail.

Eventually I set up a bogus DNSBL feed, after which dig would "correctly" fail NXDOMAIN. My steps:

Open DNSBL Groups page
add an entry, name irrelevant
Action = Unbound
edit DNSBL Custom_List to include a bogus name (bogusname.example.com)
Force Reload DNSBL

On the next reload note "Loading DNSBL SafeSearch" appears.

Log when it doesn't work:
