Who/What calculates MSS?

Really quick q;

Accidentally I deleted the values while adding a lot of stuff. Rollback was made insanely difficult and I don't remember what the values were, only that getting them right years ago took like full day and night.

I just like to know/verify if the calculation of MSS is done by pfSense or by the admin?? it's a bit ambiguous.
