      No linkies, interwebs only give AI slop suggesting it is a custom BSD port of 7.0.8.
      I have nice ideas of whats in it, but where is the actual changelog dev space for these?

        It was all CVE fixes in the PHP GUI part of the package. See the Redmine ticket here: https://redmine.pfsense.org/issues/16414.
