      Good morning.
At the company where I work, we have a branch that connects to our server (via remote desktop) to access the system.
This connection is made via VPN.
On the server, we have two links (a "primary" link and a "backup" link). Two point-to-point VPNs (SSL/TLS) were created (one using the primary link and one using the backup link).
On the client side, client VPNs were created pointing to their respective links (primary VPN pointing to the primary link on the server and backup VPN pointing to the backup link on the server).
We noticed a large fluctuation in the connection. It was necessary to delete the backup VPN and its rules for the fluctuation to cease.
What could have happened? Shouldn't both coexist without problems?

What exactly do you mean with the term "link" here?

Where is the OpenVPN server running on?
Where is the clinet running on?

How does the config look like?
