Remove Options from WebGui?

I've searched the forum but I'm coming up blank.  If I want to remove certain features from the WebGui, how would I go about doing that?  Themes don't seem to cover anything more than the "look" of the Webgui, so that turned out to be a dead end.  I'm looking to remove features like the package manager, and various other odds and ends.
