IPsec configuration changes require manual reload

I have three machines (two Soekris 5501, one VMware ESX 3i) running 1.2.3-PRERELEASE-TESTING-VERSION
built on Sat Mar 7 12:51:56 EST 2009

Even though the system logs:

php: /vpn_ipsec.php: IPSEC: Send a reload signal to the IPsec process

The racoon process doesn't update the configuration. Rebooting or kill -HUP 'racoon pid' works.

This is fixed. It turned out that our racoon port was building without the admin socket.
