Secondary restricted login to manage usernames and passwords

Is there a way to create a secondary user account which is restricted to viewing firewall settings only, but can add users to the internal portal username/password list? I did search for this but nothing came up for me by searching for secondary login…etc I would like this to enable the end user/customer to be able to manage this list on there own.

there is a full ACL system in HEAD, so i guess 1.3 release will have this..
