PPL Cant connect to my bit torrent

I keep getting errors on my Bit Torrent,

I have tried to allow traffic incoming and outgoing on the port 38245

i know that i sound like a total noob, but the exact error,

is "your firewall/router is limiting your network traffic. You need to open up a port so others can connect to you."

If anyone has the Info i need, please help me

Did you forward the port?
Only creating a firewall rule is not enough.

You also might be interrested in enabling upnp.
