IPSec changed so adding tunnels doesn't reset existing *COMPLETED*

Is this bounty for 1.21? I think 1.21 is feature freeze and 2.0 is coming late in 2009…
I'd like to see it for 1.21 as that's what I'm currently running.

I will arrange with Chris so that we can release a image with these changes.
I am submitting them for a 1.2.3 release but I can not tell you a timeframe exactly.
I will make sure to provide images for embedded, update and iso.
