You can still download it (at the bottom of that page)
IE will supposedly support SVG in IE9, so it may not be an issue for much longer.

I recall reading somewhere that there are some alternative plugins available, too. I think Wikipedia had some information about it.

The best fix is to use a browser that natively supports it - that is: every single one except IE.
Or, there are a number of add ons available if you insist on using IE:
