Duda con regla fw

Hola tengo la siguinete duda con una regla del FW  antes podia hacerla sin problemas y tengo tiempo usando el  PF usando 1.2.3-RELEASE. el problema se me presenta en el NAT: Port Forward tengo dos ip publicas configuradas en el fw al generar mi regla como todas las otras que funcionan bien cuando quiero hacer la del ftp puerto 21 me dice The changes have been saved. Please note that we have added an additional rule for the FTP helper.
The NAT configuration has been changed.
You must apply the changes in order for them to take effect.
y pruebo desde afuera entrar al ftp y no funciona haty alguna opcion que deba habilitar
