Can someone tell me why there is a 1 mb limit on the captive portal in file manager?  What if I want to add a video to my portal?  Any help would be appreciated.  thanks in advance. I'm a noob.

Those files are kept in your config.xml - it's not an ideal place to store large amounts of data, hence the size limit.

You can upload any size files you want if you enable SSH and use SCP, but they won't be backed up with your configuration.
