If there is some way to have 2 speeds per user.

1. As we currently have trough the captive portal
2. Is there is enough spare bandwith then increase the speed up to this 2nd setting.

Could be something like this:

Download limit  500 kbps
Super Download limit 768 kbps

Nope.
It needs some effort nobody is willing or even thought to put towards this.
You can contact pfSense support and see if this goes somewhere through that channel.
