Вот и ответ. Сквидгвард после переустановки как и полагается подтянул 2-ой сквид, к-ый нам теперь не нужен (и более того, может навредить , работая одновременно с 3-им сквидом).
Поэтому :

0. БЭКАП КОНФИГУРАЦИИ !!!
1. Если есть lightsquid - временно его из веб-морды удалить.
2. Удалить временно 3-ий сквид из веб-морды.
3. В шелле pkg_delete -f squid-2.7.9_1
4. Установить 3-ий сквид из пакетов в веб-морде.
5. Установить lightsquid из пакетов в веб-морде.
2. Перезагрузить pfsense.

Целую неделю мониторю сервак. Не одного сбоя связаного с squid не было.
Но на всякий случай все же удалю если считаете что так будет лучше )

Давайте я еще чуть чуть поиграю с пакетами и если варианта по более легкой установки пакетов не найду тогда добавлю в решено а если найду то отпишу сюда и поставлю решено.
А то выходит что при установке squid и squidguard приходиться танцевать с бубном. :)

После пыток и мучений пакетов что бы найти нормальный способ увы не чего не вышло.
Зато на VMware нашел новую ;D
Все сайти режет SquidGuard вне зависимости от настроек.
Вот скрины и логи.

Не будьте так котегоричны. Настройки в default и попробуйте снова. Или backup и востоновления.

Поправил этот баг с сорсах. Закомментируйте 54 строку в файле /usr/local/pkg/squidguard_configurator.inc (символ # в начале строки) и выполните удаление.
