Wisp and xbox

I work for a wireless ISP and we are trying to get our pfsense to work with xbox live.

All the ports are open for customers who are also on a static ip (proxy arp) and when they do a connection test it says open nat.

Now here is the worst and most confusing part. When a customer who both have static ips on the same network try to connect to each other it says unable to connect. They is no settings done for outbound nat. If someone could please shed some light on this it will be great.
