Openvpn LS Error: TLS key negotiation failed to occur within 60 seconds

Hi i have trying to configure openvpn server for local user access for about 2 weeks now and followed all guides i could find on the subject.

however i am finding something odd here

after creating the server and exportoing the client and certs

i still get the following error
LS Error: TLS key negotiation failed to occur within 60 seconds
now i check the TLS error page in Openvpn and followed all the symptoms but non match except 1,

it seems that my pfsense box is blocking the 1194 udb port.. even though a rule has already been added to the rules using the openvpn wizard.

i even tried to use the smartrules to add the blocked traffic to the rules but still no use.

really appreciate all the help i can get.
