$150 Simple QoS Setup on pfSense 2.0

I can't even figure out where to start on pfSense 2.0. I've done plenty of these setups with Tomato & DD-WRT but I just don't understand a lot of the terminology used in pfSense.
I'm not looking to get flamed for using the word 'Simple' in my subject. I'm just going by it being simple to do in Tomato/DD-WRT. Both have issues with reliably retaining additional public IP's set in startup after rebooting, where pfSense is solid with the virtual IP implementation of this. :)
Here's what we have:
- pfSense 2.0 (9/13/2011) on Atom D525
- one LAN NIC, 192.168.0.1
- one WAN NIC, three virtual IP's bound on /29 network
- TWC Business Class, 19.44Mbps Down, 3.58Mbps Up on Speedtest.Net
- 14 Cisco VOIP Phones, never more than 6 in use at a time, average is 2-3 in use at a time
- VOIP phones get IP address in pool from 192.168.0.128-144 by static dhcp
What we need:
- IP Range for VOIP phones get highest packet priority at all times (traffic to anything else on the network doesn't matter at all)
- need an expert that has done this before in similar network setup and can explain as it is setup
How I need it done:
- Will give remote access credentials to a PC in the office so I can watch interactively and pick your brain
Like I said, I don't even know where to start on pfSense 2.0. I've tried the traffic shaper wizards but don't feel confident that I'm answering anything correctly. 'By Queue' tab is empty - seems like I could figure it out if something was there. 'By Interface' tab has LAN connection - doesn't seem right. I'm proficient with Tomato/DD-WRT and would like to understand pfSense in the same way.
I don't expect this should take any more than two hours. I'd think much less time.
