Radius traffic shaping not updating octet count

We are using CP + Freeradius with local users to provide internet access to a group of users. We would like to limit the daily download quota for these users, but after following the steps in http://doc.pfsense.org/index.php/FreeRADIUS_2.x_package#Accounting_with_Captive_Portal it seems that the octet count is not updating.
FreeRadius:
Amount of download/upload traffic: 20MB
Time Period: daily
All other settings default or blank.Captive Portal:
Idle timeout: 60 minutes
Enable logout popup window: checked
Disable concurrent logins: checked
Authentication: Radius (IP address 127.0.0.1, default port)
Send Radius accounting packets: checked, default port
Reauthenticate connected users every minute: checked
Accounting updates: stop/start accounting
All other settings default or blankFreeRadius log entries:

Yes, it is being used to limit the file download size.
Allow users on interface: checked
Transparent proxy: checked
Maximum download and upload size set to 51200/10240. -
I know this is an old thread - but wondering if you managed to get this resolved? I am getting the exact same issue. I had squid but removed it. Issue still occurs.

Probably a case of : Captive portal + squid = no joy.
