Userland FTP-proxy enabled by default on opt interfaces

I verified that if "Disable the userland FTP-Proxy application" is not checked on an optional interface (uncheck is the default), ftp between optional interfaces is working also if rules don't allow traffic to pass.

I well understand?

It would be safer to set "Disable the userland FTP-Proxy application" by default when interface is created?

Any conseil will be appreciated.
