Set LAN IPs to different VPNs ,kill switch and ipv6 leak

The router is the client of the VPN. I want to be able to set different people connected to the router to different VPNs the router is connected to. I also want to be able to set it so that if the VPN goes down, those connected to the router do not have internet. Finally, the VPN i am using does not support ipv6 so there is a ipv6 DNS leak. How do I fix that without disabling ipv6. Basically, no one on the LAN should be capable of sending data over ipv6 but it should still remain enabled for the router.

Again which of the two routers are you referring to in your description? Perhaps you could restate your problem using "wireless" and "pfsense" instead of "router" so we're clear about the pieces you're describing. I can see you probably have a scenario that can be solved with pfsense, but without a little better description it's hard to point you in the right direction.
Edit: One further note, what version of pfsense are you running?
