hi
there is a way to monitor configuration changes on pfsense via  WebUI  or  via CLI and send it to syslog or snmp trap ?
for example if somebody added or removed a static entry form  the dhcp server i want to be notified about that.

Not currently, no.

You can review the changes manually under Diagnostics > Backup/Restore on the Config History tab
