I found this one which seems to be applicable,
          https://doc.pfsense.org/index.php/Using_Captive_Portal_with_FreeRADIUS

But how to configure these ?? Any steps ??
          Thank You.

Do you have Captive portal enabled? If yes, check this print screen:

Yes Sir, i have installed Captive Portal.
If i do set the value here, then all users will be limited to the value set. What if i want to set Upload/Download rate different for each user ?
              Example, User A: 100 kbps, User B: 50 kbps.
              Thank You. :)

@sunnynanade, the key is the "Amount of Bandwidth" section.

                  Used reply-item attribute:

                  count-attribute = WISPr-Bandwidth-Max-Down
                      count-attribute = WISPr-Bandwidth-Max-Up

you need to set these attributes in the radius server for each user, and make the radius server reply different values for different users, I am not familiar with FreeRADIUS, but I think it is able to do this.
