Windows, OpenVPN, routing, net30

I have couple of problems.
Problem 1.
I have setup my VPN and all works well. Using tun and IPv4 tunnel network 192.168.101.0/24 and DHCP for clients.
Problem is when client on windows 7, 8 or 10 starts OpenVPN as user it will not redirect all traffic to VPN. If he starts OpenVPN as administrator it will do trafic redirection as wanted.
What do I need to do so client can start OpenVPN as user and have all trafic redirected through pfsense?
Problme 2.
I want some clients to have static IP address and have set up User Specific Overrides with command ifconfig-push 192.168.101.101 255.255.255.0 but it gives me error on connection. It seems that I have to put IP address instead of net mask but I do not know what IP to put.
And could someone explain me relation tun and net30 and option Topology on OpenVPN configuration. Thank you

192.168.101.101 is the server address in your case. You cannot push it to a client.
