Ive also noticed occasional removal issues.
This definitely needs a close inspection.

The Snort package has not been converted to Bootstrap compliant code, therefore it is not guaranteed to work properly yet. Conversion is in progress, though. Same thing for the Suricata package.

After removal of package RRD Summary, it still is in Status menu. Also after a reboot.

Yet both are listed under Available Packages with 2.3.

The packages chosen in the initial list for conversion are in the list of available packages - that way people can test them.
Unless you are closely following the conversion progress, it might be hard to know if a package is actually [ready|worth] testing :) -
The problem here is not with the package, but with the management of them. I tested the VPN Client Export package that was converted by Jimp and it happens too, the package is not recognized as removed. This issue wasn't happening a few builds ago.

You are correct. I just tried deleting a simple package - Cron - and the Cron menu item is still there in the menu.
I raised an issue in Redmine https://redmine.pfsense.org/issues/5689 -
It was a regression introduced by me, sorry. It's fixed now!
