just updated a test machine from 2.26 to 2.3 (built on Wed Mar 16 05:10:46 CDT 2016) .

pfBlockerNG > "General Settings" > "Enable Blocker…":

It looks like the package was not auto-updated when you did your update from 2.2.6 -> 2.3…

Try a package re-install.

I reinstalled the package and now everything is fine.
