Pfblocker whitelist

Been trying this for a bit and found this thread- https://forum.pfsense.org/index.php?topic=72961.0 but am still not grasping how to make a whitelist as my rules are all backwards.
Basically I want this setup:
2 rules PASS (pfsense)
all rules BLOCK (pfblocker)
all other rules PASS (pfsense)Switching up the order in pfblocker, etc. does not work and when I try to make an alias in IPv4 of pfblocker it refuses to "download" my whitelist. It is simply one IP with two custom rules that need to be above pfblocker.
Can someone give some simple instructions to get this going? I'm at a loss at this point.

I was able to creat list under Alias, but cannot figure out how to link to that list in pfBlocker….
What do I put as the Source? Is there an internal file where the Alias are kept?
