Captive Portal with Hard Timeout but not allow users to access Internet again

I'm looking for a feature in PFsense where the captive portal will present a welcome screen before providing Internet access, with no user authentication required, however I'd like the users to have access only for an 'x' amount of time (Hard timeout).

The catch is that I don't want these users to be able to access the Internet again, once their hard timeout has expired. Alternatively they can access the Internet after a predetermined amount of time.

Is there any way this can be configured on pfsense?
