i want to reduce connections or states that get created when a source connect to a destination with multiple connections

i have a cybercafe with pfsense and some clients use internet download manager

the problem is that idm creates multiple connections to download a file and that ruins the QoS

so that only option that i see will work is to limit the number of connections between a source and a destination to something reasonably like 5 or 6 not 32

      so how to make that

        While you could set
"Maximum number of established connections per host (TCP only)."

In the advanced options in a rule.. Without creating rules per destination, you would limit for example how many connections total a host could have which could cause severe problems in their overall internet performance even when not downloading, etc.
