Yes. I can do everything in the GUI but I’m unable to reorder firewalls.  I hope there is some six finger move…

Tap the rule you want to move to highlight it, then tap the anchor symbol (move to here) in the location you want to move it to.

Just tried it with an iPhone - works fine for me.
