Yes, that's what the character set and bit number fields control.
If you use a smaller character set, the vouchers will have to be longer to contain enough data, however. Making the vouchers shorter can only be done safely by allowing the vouchers to use more characters. Reducing the total bit count is possible but makes vouchers less secure and more likely to be broken.
