this is something that you can implement on your external webspace as well. It depends on your SMS Provider, but most of them offers great PHP Support.
I did something similar: If the User registers for an Account, the password is sent by Text Message. -
I have setup a NAS QNAP TS-219P as a Webspace. Where can I find this implementation, so that i can realizie this?

Hi,
I assume that you are from Germany (nickname etc)? If not, I'm sorry, if so, take a look at this tutorial:
http://www.administrator.de/contentid/193763
I've included English instructions as well in the zip-File, you can download the latest version here:

First of all: The implementation depends on your external portal (honestly: I have no idea what the QNAP can do or not, its based on Linux i know) and your Text Message provider.
A good start is a search engine and/or the Website of your provider. Try "send SMS via PHP" on any search Engine and you will see how many ways exist to implement something.
I use PHP and CURL scripts to sent users a password after they register, or if they lost there login ;-)
And as eagle2 mentioned: There is a Open Source Project on sourceforge that might fit. I found that a while ago and it looks interesting/promising for vouchers. -
He is probably using my software using his NAS as webspace and had difficulties finding the user frontend to request a code via SMS (which was my fault, I forgot to include it in the latest revision). I just realized that I answered his (quite more specific) question on administrator.de (or the same question from a user with the same username ;) ).
