block all sites except some ones in squid

Hi
I installed pfSense with multi wan link.
I wrote some rules for clients to access some sites and blocked other sites.
but when I installed squid and use proxy or enable transparent proxy client access to all sites.
I want to block all site except some ones
and some clients access to all sites .
