With static IP address, pfsense clients cannot access the Internet.

@johnpoz Unfortunately, it does not work. I'm using pfsense 2.4.4. pppoe connection. pfsense wan interface takes static public ip and dns. I can't go to the internet.

Dude if your not going to post up your actual settings - nobody can help you.
What you posted is NOT 2.4.4 nor are those rules even logical that you posted..
Post up your PPPoE settings and how you have them assigned to your interfaces.. And your outbound nat - did you mess with it?

Lets see your gateways under system routing, an add the gateway widget on your main screen

So you can ping your gateway? It answers pings that 78.186.95.1 address
If so then contact your ISP on why you can not route past it.. If pfsense can ping that gateway but not 8.8.8.8 then its your ISP problem.
If it can not ping the gateway - again isp problem...
If pfsense does not show the gateway up its not going to route anything anywhere.

Your not setting a static IP your signing in with PPPoE and that address is assigned..
If the gateway does not answer ping - then set the gateway to be always UP and see if you can ping past your gateway, ie 8.8.8.8 for example.
