Hey,
sometimes the destination host doesn't answers to ping request. So maybe it's a setting on the destination and not with the vpn.
If everything else works, i would check it.Kind regards

from the local network I have ping, from the pfsense no.

Yeah this has ZERO to do with pfsense and everythng to do with your server and its NLB settings..
Sniff on pfsense - when you ping via the openvpn client does the ping get set to the IP? If so then pfsense is not part of the problem...

from the console of the pfsense I can ping my entire network lan unless an ip nlb just ask for help if there is any incorrect parameter

So pfsense doesn't send the ping your saying? What mac does the IP arp too?

And what does pfsense ARP for thiat 172.16.1.246?
Did it SEND the ping out the wire? And your server didn't answer? or your server sent the answer from different mac then what pfsense sent too?
You can figure out the issue with couple of sniffs.
